The Village of Drummond is a small special taxing district municipality comprising 41 single-family homes. It is located in Chevy Chase, Montgomery County, Maryland. The Village is led by a Citizens Committee composed of three annually-elected officials.

The position of Village Manager is a part-time, 20 hr/week position, appointed by and serving at the pleasure of the Citizens Committee. The Village Manager receives assignment and direction from the Committee. The Manager shall be responsible to the Committee for the efficient administration of all affairs of the Village and for proper maintenance of all public property belonging to the Village. It is expected the Manager will devote an average of 20 hours per week to the job. This is primarily a work-from-home position, as the Village has no office space, but the Manager will be expected to pay occasional visits (weekly or twice weekly) to inspect compliance, meet with residents, and meet with Committee members. 

 

  • The Manager will be a W2 employee.
  • Three weeks’ vacation with no other benefits attached to the position.
  • 20 hours per week.
  • Salary range: $40,000 - $50,000

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

The Manager shall have a working knowledge of business/public administration and budgeting, as well as relevant local, state and federal laws and regulations. They shall be highly motivated to serve the public; able to analyze situations quickly and objectively and determine the proper course of action; cope with situations firmly, courteously, and with respect for the rights of the residents; and able to speak and write effectively.

DUTIES

            The duties of the Manager include, but are not limited to:

  1. Day-to-day administration of Village affairs;
  2. Providing assistance and support to the Mayor, Treasurer, and Secretary:
    1. Supporting the Mayor: assisting in the Village’s procurement process, including drafting bid specifications, requests for proposals, contracts and agreements, executing and managing service contracts to the Village, including trash collection, tree planting and maintenance, street and sidewalk repair, crosswalk painting, electrical and landscaping, leaf collection and snow removal;
    2. Supporting the Treasurer: Helping prepare the budget, Treasurer’s reports; analyzing and evaluating expenditures, executing instructions by Treasurer; collecting and organizing financial materials for the yearly audit, and other Treasurer duties;
    3. Supporting the Secretary: Reserve meeting room space for semi-annual Village meetings, help prepare Committee meeting agendas and minutes; attending meetings as requested;
  3. Receipt and timely response to all inquiries from Village residents;
  4. Complete and timely disclosure to the Committee of all matters of potential interest affecting the Village;
  5. Maintenance of Village property;
  6. Ensuring enforcement and resident compliance with all Village rules and regulations;
  7. Assuring Village compliance with County and State legal requirements;
  8. Preparing, attesting to, and maintaining electronic and hard-copy records of official records of the Village; serving as official custodian of Village records, preparing the record retention policy, and responding to public record requests;
  9. Maintaining and updating the Village’s website and directory;
  10. Attending, on behalf of the Village, Montgomery County Councilmember Andrew Friedson’s monthly Municipal Leaders Zoom calls, and meetings of the Maryland Municipal League Montgomery County Chapter, as needed;
  11. Inspecting the Village on a regular basis to assess maintenance, building regulation compliance and other service needs;
  12. Administering all aspects of Village elections, ensuring compliance with all relevant state, county and municipal laws and regulations;
  13. Arranging the Village’s annual block party;
  14. Interface with Village counsel and accountant; and
  15. Performing such other duties as may be required by the Committee.
