General Definition and Conditions of Work:

Performs difficult protective work serving as a supervisor over the administration function of the department, to include investigations (internal, criminal, community policing officer), and does related work as required. This is a highly responsible supervisory position which requires leadership qualities that can influence subordinates by creating an environment of support, personal example, creativity and positive attitude, and possess the ability to maintain open communication channels with both peers and the public. The Lieutenant must create a climate of problem solving rather than blame, and be a role model of the values and goals of the organization through a team concept. Much of the work is performed under normal conditions, but may include emergency conditions that can involve considerable personal hazard. Work is performed under the supervision of the Chief of Police. Supervision is exercised over the Detectives, Records Manager, Social Services Coordinator, Parking Enforcement Officer, and Community Policing officer. This position acts as the department’s evidence/ property room manager, grant writer/ manager for police, is in charge of the departments hiring process, keeps track of all training records for police, and ensures that officers meet their yearly required training.

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, and feeling; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities; the lieutenant is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions and oils. The lieutenant may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.

Essential Functions/Typical Tasks:

Performing various administrative tasks; oversees the hiring process; coordinates training, ensures safety of the public; maintains records and files and oversees the agency’s records retention and destruction; prepares reports to keep the Chief of Police and the agency informed; oversees the hiring process, and makes appropriate recommendations to the Chief; discusses law enforcement issues with other law enforcement agencies and keeps abreast of new investigative methods, rules of evidence, changes in criminal laws and procedures that may affect the operation of the Department; ensures adherence to the ADA regulations and infectious disease information, EEO, FMLA and FLSA requirements;

Working with members of the Mount Rainier Police Department:

Supervises the investigation function of the Department, actively assisting where necessary, to include the interrogation of suspects, assist in gathering of evidence, manages and may conduct surveillance, apprehends violators; makes arrests;
Holds subordinates accountable to the Department’s policies & procedures;
Plans, organizes and directs the recruitment of staff;
Coordinates the Department's training program; ensures all personnel receive mandatory and specialized training;
Evaluates, mentors and counsels subordinate personnel in reference to their duty performance;
Assists in problem solving within the Department where there may be conflict;
May assist in the service of warrants, summons and citations; testifies in court;
Performs yearly evaluations on subordinate personnel;
Manages the department’s recruitment and intern functions;
Makes periodic public addresses concerning Police operations and law enforcement;
Keeps training records on all police personnel;
Directs and oversees the Department’s vehicle fleet maintenance;
Oversees the quotes/purchase of police equipment, and vehicles;
Meets with the news media for interviews; prepares news releases for the Chief’s approval. Handles relevant PIO requests received from the City Clerk. Performs all duties of a Police Officer and Sergeant as needed; performs related tasks as required.
 

Knowledge, Skills, and Abilities:

Thorough knowledge of the rules and regulations of the Mount Rainier Police Department; thorough knowledge of approved principles, practices and procedures of Police work; thorough knowledge of pertinent Federal and state laws and municipal ordinances; thorough knowledge of the geography of the City and the location of all important buildings; ability to command respect of officers, fellow civilian employees and citizens; the ability to assign, direct and supervise subordinates work; ability to deal with the public courteously and firmly and to establish and maintain satisfactory public relations; ability to analyze complex Police problems and situations and to adopt quick, effective and reasonable courses of action; skill in the use of firearms and the operation of a motor vehicle; ability to establish and maintain effective working relationships with associates, other law enforcement agencies, government officials and the general public.

Education and Experience:

Any combination of education and experience equivalent to graduation from high school; supervisory experience to include ten years of police experience including three years of supervisory experience. Holds a current police certification with the Maryland Police and Corrections Training Commission, or is able to complete the certification process. If the candidate does not have an associate’s degree, they must attend advanced leadership training (Southern Police Institute, Penn State Police Executive Management School, and/or a comparable school) should be scheduled as soon as possible. A B.A. degree is preferred.
