We are currently looking for a highly qualified, dynamic, detail-oriented professional. Individuals must be able to develop and maintain strong working relationships others.
The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities of the Human Resource (HR) department, ensuring legal compliance with all laws and regulations applicable to public employees. The ideal candidate should be a proactive thinker and must be able to develop and maintain strong working relationships with others. Work involves the application and interpretation of public personnel laws, regulations, and policies and oversight of all personnel actions. Work performed is under the general direction of the City Manager.
Key Responsibilities:
Leadership and Strategy:
Develop and implement HR strategies, policies, and procedures that align with City goals and comply with public employment law.
Act as a key assistant to the City Manager, advising on HR matters related to organizational development, culture, and employee engagement.
Payroll Management:
Oversee the payroll function, ensuring accurate and timely processing of employee pay.
Review and verify payroll data, including wages, bonuses, commissions, deductions, and benefits.
Ensure compliance with federal and state payroll laws and tax regulations.
Address payroll-related inquiries from employees, providing timely and accurate information.
Process MD State Retirement System payroll contributions and maintain payroll data in the MSR system.
Process 457 Plan payroll contributions and provide data to finance department.
Compliance and Legal Oversight:
Ensure adherence to labor laws, including wage and hour regulations, FLSA, and employee classification.
Stay current with updates to payroll and HR-related laws, benefits, and labor union requirements.
Ensure compliance with City policies and relevant government regulations including: Gag Attestation, PCORI (Patient Centered Outcome Research Institute Fees), MD State Retirement Earnings and Limitation reporting, OSHA, Medicare Disclosure, and annual ACA reporting.
Employee Benefits and Compensation:
In conjunction with the City Manager, oversee compensation structures, salary planning, and bonus programs.
Manage employee benefits programs, ensuring they are competitive and compliant with relevant laws.
Conduct market research to evaluate compensation trends and make recommendations for improvements.
Maintain and oversee Flexible Spending Program.
Employee Relations:
Foster a positive organizational culture by addressing employee concerns and promoting a collaborative work environment.
Provide conflict resolution, coaching, conduct investigations, and performance management support to employees.
Oversee employee performance reviews, ensuring fair and consistent evaluation processes.
Talent Management and Development:
Oversee recruitment and staffing, ensuring that hiring processes are efficient and effective.
Work with the City Manager to identify training needs and ensure the development of employees through learning and growth opportunities.
Support employee retention strategies, focusing on enhancing job satisfaction and career development.
Maintain the Learning Management System (LMS) and annual compliance training.

Experience:
Any combination of education and training equivalent to graduation from an accredited institution of higher education with at least an Bachelor’s Degree in Human Resources,
Political Science, or Public Administration or related field. Master’s Degree is preferred.
Certification from SHRM (PHR, SPHR, IPMA-CP, CEBS) or any comparable Human Resources Certification is a plus. An equivalent combination of education and experience may be considered.
