The City of Glenarden is seeking a full-time Code Enforcement Officer. This position is responsible for enforcing and monitoring compliance with a variety of City ordinances, zoning regulations, nuisance abatement, and public safety codes. This role involves field inspections, complaint investigations, public education, citation issuance, and court testimony. The Officer also assists in the development of new code programs such as rental and business licensing, and vacant property registration. Initially, the incumbent will work Monday – Friday during the training period, not to exceed 12-months. Upon completion of training, the incumbent’s tour of duty will be Wednesday – Sunday. Strong communication skills and the ability to handle confrontational situations with tact are essential.  Work is performed under the direction of the Code Enforcement Manager.

PRIMARY FUNCTIONS:

  • Investigate complaints and proactively identify code violations related zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters of public concern.
  • Receive and respond to citizen complaints and reports from other departments on alleged violations of City zoning and related municipal codes and ordinances; interviews complainant and witnesses; conducts investigations and provides recommendations for resolution.
  • Conduct inspections of residential, commercial, and vacant properties; issue warnings, notices, and citations as needed.
  • Maintain detailed case files including reports, diagrams, and photographic evidence.
  • Assist in setting up new enforcement programs such as rental and business licensing and vacant property registration.
  • Interpret and explain city codes and ordinances to residents, contractors, and business owners.
  • Issue business licenses and building permits.
  • Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
  • Patrol the City proactively in a city vehicle to detect violations.
  • Coordinate with other City departments and provide public education on code compliance.
  • Through the computer, enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement, and research complaints.
  • Locate vacant residences and businesses; arranges for securing buildings with proper materials as necessary; posts the property as necessary; checks vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
  • May assists in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.
  • Attend meetings and provide support on enforcement matters.

QUALIFICATIONS:

  • Completion of a high school diploma or general education degree (GED).
  • Post -secondary education or professional certification from a college or technical school preferred.
  • Code certification training preferred.
  • Valid Driver’s License, mandatory.
  • Familiarity with implementing new compliance programs is a plus.
  • Minimum three years (3 years) of experience involving a high level of public contact including some experience dealing with the public in an enforcement, inspection, investigation, or customer service capacity.
  • Experience that includes the enforcement of municipal code enforcement preferred.
  • Knowledge of pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas preferred.
  • Knowledge of procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations preferred.
  • Ability to interpret and apply codes and ordinances objectively and consistently.
  • Strong investigative, documentation, and report writing skills.
  • Proficiency in Microsoft Office and case management systems.
  • Ability to build and maintain effective relationships with residents, businesses, and internal departments.
  • Excellent communication skills, especially when dealing with confrontational or emotional situations.
  • Ability to maintain professionalism under pressure and in confrontational situations.
  • Ability to interact effectively and respectfully with diverse cultural, ethnic, and socioeconomic groups.
  • Ability to be creative in getting compliance from violators.
  • Ability to performed in both office and outdoor settings, sometimes under hazardous or adverse weather conditions.
  • Ability to occasionally lift/move objects up to seventy-five (75) pounds.
  • Ability to involve crawl, climb, or work in outdoor environments and varying weather.
  • Ability to operate a vehicle to travel to various locations.
  • Ability to read city maps.

This is an essential, full-time permanent position. If selected, the candidate must pass a background check; and successfully complete a six-month probationary period.
