WORK SCHEDULE:      12 PM-8 PM with flexibility to support weekend and holiday needs, 35-hr work week

 

SUMMARY – The Assistant Program Operations Manager at the Laurel Multiservice Center (LMSC) will support the Program Operations Manager in overseeing the efficient delivery and administration of the center’s program and services. These programs and services are aimed at assisting the unhoused and vulnerable populations. This role involves coordinating daily operations and managing volunteers. The Assistant Program Operations Manager will play a vital role in enhancing the service delivery and cultivating a positive environment for all participants. This position’s work week is 35 hours.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Develop and implement a volunteer program to include recruitment strategies, task descriptions, onboarding process, and training.
  • Ensure programs are aligned with the center’s mission and goals.
  • Monitor program performance and suggest improvements.
  • Provide guidance and support to staff and volunteers.
  • Assist in preparing and managing program budgets.
  • Assist in preparing invoices for payments, tracking expenditures, and maintaining records.
  • Foster a welcoming and inclusive environment through providing assistance and customer service to patrons and participants. Provides information on center information and resources.
  • Coordinate with volunteer organizations to maintain accurate records of program activities, outcomes, and participant data.
  • Follow emergency contingency plans to include preparedness for extreme weather conditions, loss of power, etc. Extreme/emergency conditions may involve working nights, weekends, and/or holidays.
  • Responsible for coordinating food service operations including food production, ensuring quality standards in service delivery, food handling safety, clean-up, and general upkeep of the kitchen and community room.
  • Keep apprised of food service guidelines (USDA, federal/state/local health regulations, etc.) to ensure operations meet compliance.
  • Provides assistance to other Departmental staff in the programming and implementation of services held at the LMSC to include fundraising and outreach initiatives.
  • Answers telephone and route calls or messages to appropriate staff. Respond to in-person and telephone inquiries from the public. Serve as the back-up to Front Desk Attendant, as needed.
  • Serves as the backup Shelter Manager in the event emergency sheltering is needed. This may include working evenings, weekends, and holidays during disaster times to support the operations of an emergency shelter.
  • Conducts Cardiopulmonary Resuscitation/ Automated External Defibrillator (CPR/AED and Stop the Bleed Training as needed.
  • Willingly and cooperatively accepts other related duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES The person in this position may oversee volunteer and auxiliary staff members at the LMSC as assigned. Responsibilities include coordinating with volunteer agencies, ensuring all health and safety regulations are being followed, providing direction on sanitization procedures, and providing feedback to the Program Operations Manager. Supervisory responsibilities are carried out in accordance with the policies of the City and the Department and applicable laws.

MINIMUM QUALIFICATIONS The minimum eligibility requirements for this position are as follows:

  • EDUCATION and/or EXPERIENCE - High School diploma or GED from an accredited school, and a minimum of 3 years of work experience in a human services program, service, or facility that provided a commitment to improving the overall quality of life to a community or population.
  • CERTIFICATES, LICENSES, REGISTRATIONS – Must possess or have the ability to obtain, and maintain, within 2 (two) months a ServSafe Certification and 4 (four) months a Cardiopulmonary Resuscitation/ Automated External Defibrillator (CPR/AED) and Stop the Bleed Instructor Certification. Must possess a current and valid Class “C” Maryland driver’s license, or a comparable driver’s license issued by the employee’s state of residence, and a proven safe driving record. Must be able to attain the following certifications in the Incident Command System (ICS) within 2 (two) months of employment: ICS-100 and ICS-700.
  • COMPUTER SKILLS - Ability to operate a computer terminal or Personal Computer. Able to use typical word processing software such as Microsoft Word and spreadsheet software such as Microsoft Excel. Able to learn and apply other office software and automated office procedures.
