This position will function as the Director of Budget and Finance for the Water Infrastructure Financing Administration (WIFA) within the Maryland Department of the Environment (MDE), Business Administration.  This position is an essential part of MDE’s leadership team and oversees the allocation of Federal and State funds to ensure safe drinking water, and clean water to protect the environment in support of MDE’s mission to protect and restore the environment for the health and well-being of all Marylanders.    

The WIFA Director of Budget and Finance is responsible for the overall financial management and the agency’s capital budget and thus often engages with MDE senior staff. The incumbent is responsible for accounting and audited financial statements, financial sustainability, loan disbursement, negotiating loan terms with borrowers, as well as, reviewing and evaluating loan applications to ensure project viability and compliance with the state and federal requirements. 

 POSITION DUTIES

 Duties of the position include, but are not limited to:

 Financial strategy

  • Driving long-term financial planning, forecasting, trend analysis, and resource allocation to align with MDE’s mission.

Budget management

  • Overseeing budget preparation, monitoring, and reporting that ensures transparency and compliance with State and federal requirements.

Financial operations oversight 

  • Managing accounting, grants, and other financial functions while enhancing operational efficiency.

Team leadership & management change

  • Collaborating with MDE’s Secretary, Deputy Secretary and members of the Office of the Secretary to make policy decisions.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited college or university.

Experience: Five years of senior-level experience managing financial operations for a professional organization to include budget management, budget analysis, and/or overseeing capital budgets.  Two years of this experience must include the supervision of financial staff

DESIRED OR PREFERRED QUALIFICATIONS

  • Five years of senior-level experience managing financial operations for a professional organization.
  • Five years of senior-level experience in budget management, budget analysis, and/or overseeing capital budgets.
  • Two years of experience supervising financial staff.
