Director of Public Works, Westminster MD (pop. 20,536). Historic, picturesque community within an hour of Washington, D.C. and Baltimore, seeks a highly qualified and experienced professional to serve as the Director of Public Works. Westminster is centrally located in beautiful Carroll County. The City maintains a small-town appeal and high quality of life and has been recognized for its livability and family-friendliness. The City hosts a variety of events throughout the year including   Art in the Park, Miracle on Main Street, Fallfest, the Flower and Jazz Festival, as well as several themed strolls along Main Steet. It is known for its art-related businesses and has many artists living in the community. The city is also home to McDaniel College founded in 1867.

Westminster is a unique full-service municipality including public safety, public works, recreation and parks, water, sewer and data-fiber utilities, community development and planning, housing, HR, IT, finance, and administrative services. The City has a total workforce of approximately 250 employees including full-time, part-time, and seasonal employees.

The Director of Public Works is a critical leadership role responsible for leading all operations of the Department of Public Works, and for overseeing the efficient and effective delivery of essential public services, with a direct impact on the quality of life for the residents. The ideal candidate is an innovative, collaborative thinker and ready to be an integral member of the senior management team. The Director reports to the City Administrator.

The successful candidate will:

  • Ensures the safe and efficient operation of the Street, Utilities Maintenance, Wastewater Treatment, and Water Treatment departments.
  • Provides management and oversight of departmental capital projects, including associated procurement and construction activities.
  • Be experienced as a senior leader with a proven track record of developing high-performing, successful teams.
  • Possess an inclusive managerial style and the desire to work collaboratively in the delivery of City services.
  • Demonstrate strong relationship-building skills and a problem solving/solutions-oriented approach.
  • Communicate clearly, concisely, and persuasively to influence both leaders and peers to drive optimal outcomes.
  • Comprehensive knowledge of municipal public works functions and administration.
  • Exceptional communication and leadership skills, with the ability to effectively interact with city officials, staff, and the public.

Candidates should also have:

  • A bachelor’s degree in civil engineering or a related field.
  • Eight (8) years of progressively responsible experience in public works management, construction, or a related field; or any equivalent combination of education, training, and related experience.
  • Experience in water/wastewater treatment strongly preferred.
  • At least five (5) years of supervisory experience.

Compensation and Benefits:

The expected hiring range for the position is $120,000 – $140,000 DOQ. The city provides a comprehensive benefits package.
