GENERAL STATEMENT OF DUTIES

The Human Resources Manager is a key figure in our organization and will not only be the head of Human Resources functions but also serve as a key business partner and peer on the management team. This strategic position will empower you to lead and create initiatives, systems, and best practices to recruit, develop, and train a diverse, high-performing workforce. Your role in shaping an organizational culture that supports the advancement of our mission and strategic plans will be pivotal. This department spearheads the development of a staffing and talent strategy plan, internal communication processes, performance management, and leadership and professional development. As the Human Resources Manager, you will drive a strategy to support the City's efforts to attract, develop, and retain a diverse workforce and encourage innovation, learning, and cross-cultural collaboration. 

 

ESSENTIAL FUNCTIONS, RESPONSIBILITIES, AND TASKS

·       Develop and implement targeted recruitment strategies to ensure a robust and diverse applicant pool for all job opportunities.

·       Manage the hiring process to ensure consistency across departments and appropriate communication among program, administrative, and fiscal staff.

·       Provide on-boarding services and agency orientation to all new staff members and ensure department and/or program-level orientations are standardized and effective

·       Understand, interpret, and share relevant laws related to personnel management and ensure all HR processes and actions comply with these laws.

·       Review current HR systems and explore and implement new ones based on organizational needs.

·       Evaluate and update the city's complete benefits plan.

·       Research, implement, and maintain salary scales to standardized salary ranges and relative to peer organizations across the agency.

·       Negotiate benefits plan renewals to balance quality coverage with expenses for the city and employees.

·       Supervise this division's HR generalist and administrative staff for all benefits administration-related responsibilities and monitor relevant reports to ensure accuracy.

·       The HR Director will review and refresh the core human resource functions, including hiring processes, onboarding, and performance management.

·       Serve as the staff lead for all retirement administration responsibilities (in coordination with our third-party administrator).

·       Developing strategies to attract and hire top talent and ensuring the city has the right people in the right positions.

·        Enhance skills in the existing workforce to ensure programs foster career growth and identify talent for promotion opportunities.

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES

A bachelor’s degree in human resources, Business Administration, Public Administration, or a related field is required, with a master’s degree being preferred. Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) is highly desirable. Candidates should have a minimum of 7-10 years of progressive HR experience. Strong knowledge of employment laws and regulations is essential, along with excellent interpersonal, communication, and leadership skills. Additionally, the ability to handle sensitive and confidential information with discretion is crucial.

 

WORKING CONDITIONS

This position primarily involves working in an office setting, with occasional visits to various city departments and facilities as needed. The role may require attendance at evening or weekend meetings and events, depending on the schedule and requirements of specific projects or tasks. While the physical demands of the job are generally light, there may be occasional lifting of office supplies and materials, up to 10 pounds. Additionally, the job involves prolonged periods of sitting at a desk and working on a computer, which necessitates a comfortable and ergonomic workspace to maintain productivity.
