About the Role

As the chief administrative officer, the Town Manager oversees all municipal departments, including Public Works, Finance, Police, Code Enforcement, and Maintenance. Working under the direction of the Mayor and Council, the Town Manager ensures efficient, effective, and transparent governance that reflects the values and priorities of the Rock Hall community.

Key Responsibilities

  • Provide professional leadership and administrative management for all Town operations.
  • Implement the goals and policies established by the Mayor and Council.
  • Oversee budgeting, financial reporting, and fiscal accountability across departments.
  • Recruit, lead, and evaluate staff to foster a culture of excellence, respect, and teamwork.
  • Coordinate infrastructure maintenance, capital projects, and long-term planning.
  • Seek grants and other funding opportunities to advance Town initiatives.
  • Serve as a key liaison with residents, businesses, and regional partners to promote communication and collaboration.
  • Represent the Town at meetings, community events, and public forums with professionalism and diplomacy.

Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Engineering, or related field required.
  • Master’s degree or Certified Public Manager credential preferred.
  • Minimum five (5) years of experience in municipal management or related field, including budgeting, personnel management, and project oversight.
  • Proven ability to lead teams, manage multiple priorities, and communicate effectively.
  • Proficiency in Microsoft Office and digital communication platforms.
  • Valid Maryland driver’s license and reliable transportation required.

Additional Details

  • Residency Requirements:  Must reside within 10 miles of Rock Hall (or within Town limits) or be able to respond to calls and emergencies within 20 minutes. If relocation is necessary, it must occur within six months of appointment.
