PLANNING AND ZONING ADMINISTRATOR

KIND OF WORK:

This is a professional position responsible for planning, enforcement of the Zoning Ordinance and Subdivision Regulations, and orderly development of the Town. Supervision is received from the Burgess and Commissioners and/or Town Manager when applicable.

EXAMPLES OF WORK:

  • Processes site plans and plats submitted for Planning Commission approval, routes to agencies, checks for zoning compliance, coordinates comments and revisions, prepares agenda, and prepares minutes of meetings.
  • Reviews site plans, subdivision plans, building permits, special exceptions, variance requests, rezonings, annexations and zoning certificate applications for zoning compliance.
  • Prepares and maintains the long-range Comprehensive Plan.
  • Prepares updates and revisions to the zoning ordinance, subdivision regulations or other development regulations as needed.
  • Responds to requests and answers questions from the public regarding zoning, development, subdivision and annexations.
  • Coordinates and maintains the Town’s GIS, including map design and database management.
  • Accepts applications for special exception uses, variances and claims of administrative error, routes to appropriate reviewing agencies, prepares ads, send appropriate notices, prepares and presents staff report and resolutions for the Walkersville Board of Appeals.
  • Prepares reports of planning and public works issues using statistical data, graphic presentations and maps and, as needed, make presentations before various audiences.
  • Assists the Town Manager in the preparation of the annual budget for the planning and public works activities.
  • Provide support to Code Enforcement Officer in interpreting and enforcing the Town Code.
  • Performs other related duties as required.

QUALIFICATIONS AND REQUIREMENTS:

  • Master’s degree in Planning, Engineering or closely related field, supplemented by at least three years experience in planning – OR – Bachelor’s degree in Planning, Engineering or closely related field supplemented by at least five years experience in municipal planning.
  • Working knowledge of the principles and practices or urban and regional planning.
  • Knowledge of planning standards, as well as zoning and subdivision principles and practices.
  • Strong communication, leadership and problem-solving skills with proven ability to develop and maintain effective working relationships with co-workers and the public.
  • Strong and effective spoken and written communication skills, including the ability to prepare and present effective reports, maps and charts relative to particular studies.
  • Proficiency in Microsoft Office and GIS.

SPECIAL REQUIREMENTS:

  • Possession of a valid automobile operator’s license.
  • Availability of evening hours as required for meeting and programs.
