Position Overview
An employee in this classification works under the direct supervision of the Director of Environmental Justice and is required to follow all City guidelines, policies, and procedures established under the Department of Environmental Justice. The Special Operations Division is responsible for supporting and promoting all Department of Environmental Justice initiatives through the maintenance and care of City resources, fleet vehicles, and the overall implementation of the Department’s mission. The Special Operations Division also plays an essential role in advancing the City’s Smart City transformation across all divisions, including Public Works, Waste Management, and Environmental Inspection. This work is supported by the use of data analytics and reporting from the Command-and-Control Center and other Smart City platforms to enhance efficiency, responsiveness, and service delivery.


Key Responsibilities
 Knowledge of administrative procedures, including budgeting, planning, inventory control and records
management.
 Knowledge of the types and capabilities of equipment used in the performance of municipal work.
 Ability to plan, direct and supervise the work of others.
 Interact with public officials and members of the general public.
 Provide day-to-day support to all divisions as needed with research.
 Ensures the project(s)/department goals are met and adhering to approved budget.
 Ability to operate a computer to include the use of word processing, spreadsheet, email, or other computer programs.
 Ability to Install and configure new printers/copiers/plotters and other peripheral equipment.
 Ability to install and support cloud-based application/services.
 Performs administrative tasks such as reviewing work schedules, reviewing invoices, researching discrepancies, and forwarding for payment, as well as completing various forms, reports and other correspondence as needed.

Maintains effective equipment, maintenance schedules and records on all department vehicle equipment and tools.
 Manages information technology requests for the department.
 Design, conduct, and/or review surveys to be used for division wide priorities and initiatives.
 Performs other duties as apparent or assigned.
 Maintain all city vehicles and fleet management.
 Manages special events request, planning & development, and implementation for DoEJ.
 Management of the City’s two-way radio communications system primarily used by DoEJ.
 Other duties as assigned.

Required Qualifications
 Operations Management.
 Knowledge of business and operations management principles involved in strategic planning and resource
allocation.
 Leadership techniques, production methods, and coordination of resources
 Ability to establish and maintain effective working relationships with vendors, associates, and the general public
 The ability to communicate complex ideas, both orally and in writing
 Knowledge of principles and processes for providing customer and personal services.
 This includes assessment of customer needs, meeting quality standards for services, and evaluation of customer satisfaction.

Working Conditions
 Performs physical tasks such as lifting and moving heavy objects.
 Engages in sedentary work that requires exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or continuously to move objects.
 Able to lift 25–50 pounds as needed.
 Work involves climbing, stooping, reaching, fingering, grasping, and other repetitive motions.
 Requires vocal communication to exchange information at normal speaking levels.
 Requires visual acuity for preparing and analyzing written or computer data, operating machinery, assessing accuracy and thoroughness of work, and observing the environment.
 Must be able to understand and follow oral and written instructions, work independently, and maintain effective working relationships with colleagues and others encountered in the course of duties.
 Work may occur in both indoor and outdoor environments and may involve exposure to extreme heat or cold, noise, vibration, hazards, atmospheric conditions, and oils.
