The Town of Hampstead is currently seeking candidates for a Finance Administrator. We are a small town in northeastern Carroll County established in 1888, a historic, family oriented community with friendly neighborhoods and successful small businesses. The starting salary is $70,000 - $80,000 based on previous experience.

Normal work hours are Monday – Friday 8:30 am to 4:30 pm and must be able to work overtime as needed.

Key Responsibilities

  • Serve as primary financial officer and provide financial reporting, budget updates, and account oversight.
  • Process payroll, including timesheets, leave reconciliation, tax filings, W-2s, and benefits coordination.
  • Manage accounts payable and receivable, including invoicing, disbursements, bank deposits, and reconciliations.
  • Perform month-end procedures, maintain fixed assets, and prepare financial reports.
  • Coordinate annual budget preparation, audits, grants, and compliance reporting.
  • Oversee utility billing, tax collections, and business licensing coordination.
  • Provide customer service and serve as backup support at Town Hall as needed.
  • Assist with IT, software vendors, and financial system administration.
  • Perform general office duties and other related responsibilities as assigned.

Essential Skills & Abilities

  • Seven (7) to Ten (10) years of hands-on financial and accounting experience, including increasing levels of responsibility and leadership.
  • Excellent communication, organizational, and customer service skills.
  • Strong knowledge of accounting, payroll, budgeting, and financial reporting.
  • Ability to manage multiple deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office Suite or similar software.
