The City of Glenarden is seeking an experienced and dynamic City Manager to serve as a strong, collaborative, and forward-thinking executive leader. The ideal candidate will possess the ability to lead, inspire, and unify a well-established management team while fostering positive and productive relationships with elected officials, staff, and the community. Serving as the Chief Administrative Officer (CAO), the City Manager is responsible for the overall administration of municipal operations, including strategic planning, budget development, and organizational management. The incumbent will oversee key department directors and ensure the effective and efficient delivery of municipal services in alignment with the City Charter and the priorities established by the City Council. Glenarden is a municipality of approximately 6,402 residents located in Prince George’s County, Maryland, just outside of Washington, D.C.  The City Manager reports directly to the City Council.

Essential Duties and Responsibilities:

Executive Leadership and Administration

  • Serves as Chief Administrative Officer and directs all City operations in accordance with the City Charter.
  • Implements City goals, policies, and priorities established by the City Council.
  • Plans, directs, and coordinates City projects and programs through department leadership.
  • Evaluates work methods and procedures and resolves operational challenges.
  • Ensures proper enforcement and administration of City ordinances, resolutions, contracts, leases, permits, and privileges.

Strategic Planning and Organizational Management

  • Provides leadership for major City projects and long-range capital improvement programs.
  • Evaluates operational practices to enhance efficiency and effectiveness of City services.
  • Maintains awareness of emerging trends, best practices, and innovations in public administration.

Financial Management and Budget Administration

  • Drafts and submits budget to City Council, and department heads.
  • Prepares the proposed annual budget and composes budget message in accordance with the City Charter.

Economic Development and Intergovernmental Relations

  • Serves as the City’s economic development lead, as authorized.
  • Engages with businesses, regional partners, and Prince George’s County agencies.
  • Represents the City in intergovernmental and regional initiatives.

Community Relations and Public Engagement

  • Represents the City to community organizations, stakeholders, and the media.
  • Develops and maintains positive community relations programs.
  • Responds to resident concerns and facilitates resolution of service-related issues.

Council Relations and Reporting

  • Attends City Council meetings and provides reports, recommendations, and analysis.
  • Prepares and submits monthly activity reports to the City Council.

QUALIFICATIONS:

  •  Bachelor’s degree or higher in Public Administration, Business Administration, Planning, or a closely related field.
  • Minimum of seven (7) years of progressively responsible municipal government experience.
  • At least five (5) years in administrative and supervisory leadership roles.
  • Valid driver’s license required.
  • International City/County Management Association (ICMA) manager credential or ability to obtain preferred.
  • Demonstrated experience in public sector management, organizational leadership, and policy implementation.
  • Extensive knowledge of public administration principles, municipal operations, and organizational management.
  • Strong knowledge of budgeting, accounting, financial management, and capital improvement planning.
  • Knowledge of federal, state, and local laws, ordinances, and regulatory requirements.
  • Knowledge of human resources, personnel management, and labor relations.
  • Knowledge of procurement, contract administration, and grant management.
  • Knowledge of emergency management and continuity of operations planning.
  • Ability to lead and motivate staff, manage complex operations, and implement strategic initiatives.
  • Ability to analyze complex issues and develop effective, practical solutions.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with elected officials, employees, stakeholders, and the public.
  • Proficiency in modern technology and municipal management systems.

This is a full-time, salaried, permanent position designated as essential. The standard work schedule is Monday through Friday, 8:30am – 5:00pm, based on operational needs. The incumbent may be required to respond to emergencies on an as-needed basis and work occasional evenings, weekends, and holidays in support of City operations and special events. Attendance at City Council work sessions and regular meetings may also be required. Employment is contingent upon the successful completion of a fingerprint screening, comprehensive background investigation, and drug and alcohol screening. Salary: $101,547 – $117,763 annually, commensurate with qualifications and experience.
