The City of Glenarden is seeking an experienced and dynamic Assistant City Manager to serve as a collaborative and forward-thinking leader within the organization. The ideal candidate will demonstrate a strong record of professional excellence, sound judgment, and the ability to support and unify a high-performing management team while maintaining effective relationships with elected officials, staff, and the community. Reporting directly to the City Manager, the Assistant City Manager supports the overall administration of municipal operations by providing leadership and guidance to department heads, facilitating the implementation of City Council and City Manager priorities, and promoting operational efficiency through project management, legislative coordination, and interdepartmental collaboration. The incumbent serves as a key advisor to the City Manager, acts as a liaison in internal and external matters, and may serve as Acting City Manager, as required.  The Assistant City Manager reports to the City Manager.

Essential Duties and Responsibilities:

Executive Leadership and Administrative Support

  • Assists the City Manager in providing strategic leadership to ensure effective and efficient delivery of municipal services.
  • Oversees administrative functions and departmental activities as delegated.
  • Monitors and evaluates emerging trends, best practices, and innovations in municipal government.

Strategic Planning and Project Management

  • Utilizes project management tools to coordinate short- and long-term initiatives aligned with City goals.
  • On projects assigned by the City Manager, serves as project manager for cross-departmental and interagency initiatives.
  • Prepares and presents and reviews management reports, operational analyses, and special project updates as directed by the City Manager.

Legislative and Policy Administration

  • Coordinates the preparation, review, and implementation of resolutions and ordinances impacting City operations.
  • Monitors changes in federal, state, and local laws, regulations, and technologies that impact municipal operations and recommend policy or procedural updates as necessary.

Financial and Budget Administration

  • Assists the City Manager with the annual City Budget, as requested.
  • Supports fiscal planning, reporting, and accountability initiatives.

Procurement and Contract Administration

  • Initiates and coordinates procurement procedures, including the preparation of Requests for Qualifications (RFQs) and Requests for Proposals (RFPs), in accordance with City policies and applicable regulations.
  • Assists with contract administration, vendor coordination, and compliance monitoring.

 Community and Stakeholder Relations

  • Respond to complex inquiries, complaints, and service issues from residents, businesses, and other stakeholders, providing guidance and facilitating resolution.
  • Represents the City at meetings, community events, and external engagements as directed.

QUALIFICATIONS:

  • Bachelor’s degree in Public Administration, Business Administration, Planning, or a closely related field.
  • International City/County Management Association (ICMA) manager credential or intent to obtain credential is preferred.
  • Valid driver’s license is required.
  • Minimum of five (5) years of progressively responsible municipal government experience.
  • At least three (3) years in administrative and supervisory roles.
  • Experience in procurement, budgeting, or capital project management is strongly preferred.
  • Extensive experience within a public works environment at county or municipal level is highly desirable.
  • Working knowledge of public administration principles, municipal operations, and organizational management.
  • Knowledge of budgeting, accounting, and municipal finance, including capital improvement planning.
  • Knowledge of administrative practices, program development, and policy implementation.
  • Knowledge of procurement, contract administration, and risk management principles.
  • Knowledge of applicable federal, state, and local laws and regulations.
  • Knowledge of modern office practices, technology, and information systems.
  • Knowledge of customer service principles and community engagement practices.
  • Ability to provide effective leadership and administrative oversight in a municipal government environment.
  • Ability to develop and implement policies, procedures, and operational improvements.
  • Ability to analyze complex issues, evaluate alternatives, and implement effective solutions.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines.
  • Ability to prepare clear and concise reports, correspondence, and presentations.
  • Ability to communicate effectively, both orally and in writing.

This is a full-time, salaried, permanent position designated as essential. The standard work schedule is Monday through Friday, 8:30 a.m. to 5:00 p.m., based on operational needs. The incumbent may be required to respond to emergencies on an as-needed basis and work occasional evenings, weekends, and holidays in support of City operations and special events. Attendance at City Council work sessions and regular meetings may also be required.  Employment is contingent upon the successful completion of a fingerprint screening, comprehensive background investigation, and drug and alcohol screening. Salary: $79,565 - $81,554 annually, commensurate with qualifications and experience.
