The City of Glenarden is seeking a knowledgeable and proactive Code Enforcement Officer to enforce and monitor compliance with City ordinances, codes, and regulations. Under the administrative direction of the Code Enforcement Manager, this position is responsible for addressing matters related to zoning, land use, nuisance properties, building and housing codes, health and safety, graffiti, water usage, and other community standards.  The Code Enforcement Officer serves as a key resource to residents, property owners, businesses, and City departments by providing guidance on compliance requirements and municipal regulations. The incumbent exercises a high degree of initiative, independent judgment, and professionalism while handling sensitive and sometimes confrontational situations.  The incumbent reports directly to the Code Enforcement Manager.  Initially, the incumbent will work Monday – Friday during the training period, not to exceed 12-months. Upon completion of training, the incumbent’s tour of duty will be Tuesday – Saturday.

 PRIMARY FUNCTIONS

 Code Enforcement and Compliance

  • Enforces City ordinances related to zoning, land use, nuisance housing, building codes, public health and safety, blight, graffiti, and water usage.
  • Conducts field inspections of residential, commercial, and vacant properties to identify violations and determine corrective actions.
  • Issues notices of violation, corrective orders, administrative citations, and other enforcement documentation.
  • Promotes voluntary compliance through direct engagement with property owners, tenants, and business operators.
  • Patrols assigned areas to proactively identify violations and community concerns.
  • Identifies and monitors vacant or abandoned properties; coordinates securing of structures and posts required notices.

Investigations and Case Management

  • Receives and investigates complaints from residents and referrals from City departments.
  • Interviews complainants, property owners, tenants, and witnesses; documents findings.

Licensing, Permitting, and Program Support

  • Assists with the issuance of business licenses and permit-related processes.
  • Supports and administers code enforcement programs such as rental licensing, business licensing, and vacant property registration.
  • Processes ticket disputes, citations, fines, and licensing payments.
  • Assists with the Residential Parking Permit Program (RPP).
  • Utilizes databases and tracking systems to manage enforcement activities.

Communication and Customer Service

  • Serves as a resource by interpreting and explaining municipal codes and regulations.
  • Responds to public inquiries and complaints in a professional and timely manner.
  • Communicates effectively with individuals in stressful or confrontational situations.
  • Coordinates with City departments, external agencies, and community stakeholders.
  • Prepares reports, memoranda, and correspondence related to enforcement activities.

 QUALIFICATIONS:

  • Completion of a high school diploma or general education degree (GED).
  • Valid driver’s license with an acceptable driving record.
  • Code enforcement certification preferred.
  • Minimum of three (3) years of experience involving extensive public contact, including enforcement, inspection, investigation, or customer service.
  • Experience in municipal code enforcement preferred.
  • Strong interpersonal skills with the ability to interact with diverse populations.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Office Suite or comparable software.
  • Knowledge of federal, state, and local laws related to zoning, land use, property maintenance, housing, and public safety.
  • Knowledge of code enforcement practices, including inspection, investigation, and case preparation.
  • Ability to interpret and apply codes, ordinances, and regulations accurately and consistently.
  • Ability to conduct inspections and identify violations.
  • Ability to enforce regulations with fairness, professionalism, and sound judgment.
  • Ability to investigate complaints and mediate resolutions effectively.
  • Ability to maintain detailed records and prepare clear, concise reports.
  • Ability to testify in administrative hearings or court proceedings.
  • Ability to work independently with minimal supervision.
  • Ability to read and interpret legal documents, site plans, and property descriptions.

This is a full-time permanent position. The candidate will work Monday – Friday during the training period, not to exceed 12-months. Upon completion of training, the incumbent’s tour of duty will be Tuesday - Saturday.  The incumbent may be required to respond to emergencies on an as-needed basis and work occasional evenings, weekends, and holidays in support of City operations and special events. Employment is contingent upon the successful completion of a fingerprint screening, comprehensive background investigation, driving record, and drug and alcohol screening. Salary: $24.02 - $26.51 per hour, commensurate with qualifications and experience.
