The Town of Colmar Manor is seeking a full time Chief of Police.
The Chief of Police serves as the senior law enforcement officer for the town of Colmar Manor, which is a unique, diverse and neighborly municipality in the Washington, DC suburbs. Beyond its small commercial corridor, the secluded community has about 450 mostly single-family households, surrounded by parks, fields, forests, trails, and the Anacostia River.
The Chief of Police provides leadership, strategic planning, and administrative direction for a comprehensive, full-service police department. The Chief is responsible for the management of administrative and operational affairs, and oversees safety and security for a wide variety of programs. The chief has a high public profile, maintains positive relationships with constituents, and collaborates with a broad array of town stakeholders, municipal police departments, and state/federal agencies. The position administers crime prevention programs/strategies, leads community police efforts, ensures the enforcement of laws and codes, oversees the investigation of crimes and vehicular accidents, coordinates crime statistics and federal compliance reporting, and oversees the maintenance of accreditation requirements for the department.
Required qualifications:
- Bachelor’s degree, or equivalent level of on-the-job experience and training;
- A record of progressive leadership in law enforcement over at least 10 years;
- Senior/command management experience in law enforcement or public safety;
- Eligibility for certification by the Maryland State Department for Criminal Justice Services to perform police duties in the State of Maryland, or the ability to obtain Maryland certification within 12 months of accepting the position.
Successful candidates will have:
- A strong service orientation with a commitment to the unique community policing approaches necessary in small municipality.
- Experience working with, and leading, diverse constituencies;
- Excellent interpersonal and communication skills (with language skills in both English and Spanish a bonus);
- Ability to be a key member of the Town’s leadership team – engaging with a range of residents, town staff, and local officials;
- Detailed knowledge of trends, issues, and best practices in law enforcement;
- Experience in physical threat assessment and emergency management;
- Collaborative and process-oriented management skills;
- Effective critical thinking, reasoning, judgment, and decision-making skills;
- Knowledge of organizational development and expertise in planning, staffing, organizing, directing, and evaluating a police department;
- Commitment to the professional development and training of officers, with a strong commitment to staff retention and morale.
- Understanding of law enforcement technology;
- Knowledge of applicable federal, state, and local laws and ordinances;
- Experience evaluating/developing departmental policies and procedures.
