Request for Qualifications: Lake Artemesia Green Access & Connectivity Planning Project

The Town of Berwyn Heights is pleased to announce the release of a Request for Qualifications (RFQ) seeking qualified multidisciplinary consulting firms to provide professional planning, surveying, public engagement, and preliminary design services for the Lake Artemesia Green Access & Connectivity Planning Project.

Funded through a $100,000 Maryland Department of Housing and Community Development (DHCD) Community Legacy Program grant, this planning initiative will evaluate opportunities to improve access, connectivity, environmental stewardship, and community use within the Town's 55th Avenue gateway to Lake Artemesia.

The selected consultant will work collaboratively with the Town, residents, partner agencies, and community stakeholders to:

• Evaluate existing pedestrian, bicycle, ADA, transit, and vehicular access.
• Develop conceptual alternatives to improve connectivity, safety, accessibility, and neighborhood access.
• Identify opportunities for green infrastructure, environmental restoration, and stormwater management.
• Explore community-oriented amenities and public spaces that complement the area's natural, recreational, and cultural character.
• Build upon previous Town, County, University, and regional planning efforts.
• Conduct a comprehensive public engagement process to ensure community input helps shape project recommendations.

This RFQ is for consultant qualifications only. No final designs or construction projects are being approved through this procurement. The selected consultant will prepare planning concepts, alternatives, and recommendations for future public review and consideration by the Mayor and Town Council before any implementation decisions are made.

The Town encourages multidisciplinary teams with experience in planning, landscape architecture, transportation planning, engineering, environmental planning, surveying, and public engagement to submit Statements of Qualifications.
