Town Attorney Legal Services- REQUEST FOR PROPOSALS (RFP)
Project Overview
The Town of Landover Hills is seeking proposals from qualified attorneys or law firms to provide municipal legal services as the Town Attorney. The Town is a small municipality in Prince George's County, Maryland, serving approximately 2,000 residents. The selected attorney or firm will provide legal counsel to the Mayor and Council, Town Manager, and staff.
Scope of Services
- Provide legal advice to the Mayor and Council, Town Manager, and staff.
- Prepare and review ordinances, resolutions, contracts, agreements, and other legal documents.
- Attend Mayor and Council meetings, work sessions, and special meetings as requested.
- Provide guidance on procurement, personnel, ethics, Open Meetings Act, Public Information Act, land use, and municipal operations.
- Represent the Town in litigation or coordinate with insurance defense counsel when appropriate.
- Review real estate documents and other municipal legal matters as requested.
Minimum Qualifications
- Licensed to practice law in the State of Maryland.
- Minimum of five (5) years of municipal law experience.
- Experience representing Maryland municipalities preferred.
- Professional liability insurance.

- Firm qualifications and municipal experience
- Resumes of attorneys assigned
- Three municipal references
- Hourly rates and billing practices
- Proof of professional liability insurance
Evaluation Criteria
Proposals will be evaluated based on municipal experience, qualifications, availability, references, and overall value to the Town.
