Project Manager – Capital Improvement Projects Public Works - Riverdale Park, MD (Hybrid)

Town of Riverdale Park - Riverdale Park, MD
Full-time
Salary: $100,000.00 - $118,000.00 Annually
Application Deadline: Oct 31, 2026
Government - Local

THE OPPORTUNITY
The Town of Riverdale Park is seeking an experienced, organized, and community-minded Project Manager to lead capital improvement projects from concept through construction, closeout, and warranty. This is a hands-on project leadership role for someone who can keep multiple projects moving, solve problems early, and hold consultants and contractors accountable for results.  See the following link for the Town's FY2027 CIP Program:  FY2027 Adopted Budget V15.pdf  (beginning on page 232 of the PDF)

You do not need to be an engineer. The Town uses contracted engineers, architects, inspectors, and other technical professionals. You will serve as the Town’s representative—coordinating their work, protecting the Town’s priorities, and keeping projects on schedule and within budget.

WHAT YOU WILL DO

  • Manage assigned Capital Improvement Program projects from initiation through final closeout and warranty.
  • Develop and maintain project scopes, schedules, budgets, milestones, work plans, and risk-management strategies.
  • Manage contracted engineers, architects, surveyors, inspectors, construction managers, contractors, and other service providers.
  • Coordinate procurement processes, including scopes of work, solicitations, evaluations, contract documents, amendments, and change orders.
  • Monitor construction progress, consultant and contractor performance, budgets, commitments, expenditures, forecasts, and project risks.
  • Review pay applications, project records, schedule updates, requests for information, proposed changes, and closeout documentation in coordination with qualified consultants.
  • Coordinate with Finance, Procurement, the Senior Grants Manager, other Town departments, utilities, regulatory agencies, residents, and businesses.
  • Prepare clear project reports, presentations, recommendations, and updates for Town leadership, the Mayor and Council, and community stakeholders.
  • Conduct scheduled field visits and coordinate inspections, testing, acceptance and warranty activities with regulatory agencies and contracted engineers, architects, and other service providers.

WHAT WE ARE LOOKING FOR

  • At least five years of progressively responsible experience coordinating capital improvement, public infrastructure, facilities, construction projects or related work.
  • Demonstrated success coordinating several projects at the same time through planning, design, construction, and closeout.
  • Experience managing consultants, contractors, schedules, budgets, contracts, and project documentation.
  • Ability to read and understand plans, specifications, contracts, cost estimates, schedules, and technical reports well enough to coordinate the work and identify matters requiring professional review.
  • Strong judgment, organization, follow-through, problem-solving, communication, and stakeholder-management skills.
  • A bachelor’s degree in a related field is preferred, but not required. An equivalent combination of relevant education, training, and progressively responsible experience will be considered.
  • A valid Maryland driver’s license and an acceptable driving record in accordance with Town policy.

PREFERRED, BUT NOT REQUIRED

Municipal government experience, CIP experience; PMP, CCM, or similar certification; relevant ICC certifications, OSHA 30; experience with publicly funded projects; and familiarity with project scheduling, construction document-management software, and GIS.
