County Attorney – Carroll County Government
Are you an experienced governmental attorney in search of a position where your experience can help lead,
advise and provide legal counsel on governmental matters for a large government agency? Carroll County
Government is currently seeking a County Attorney to work directly with the Board of County
Commissioners to provide authoritative counsel on county legal matters. They are looking for an
experienced government administration legal professional who can work closely with County
Commissioners and the County leaders while leading the Department of the County Attorney.
Job Summary for the County Attorney – Carroll County Government
The primary function of this position is to provide legal counsel on all legal matters involving the county and
lead the Department of the County Attorney team by directing departmental operations, developing staff,
managing the department’s budget and resources and promoting integrity, collaboration and
accountability. This position is appointed by the County Commissioners and administratively supervised by
the County Administrator.
Essential Functions of the County Attorney – Carroll County Government
• Oversee litigation and other legal matters involving the County
• Attend all meetings of the County Commissioners as requested
• Provide legal advice and counsel to the County Commissioners and County agencies on legal matters
arising from the conduct and administration of County business
• Draft, review, and approve legal documents, including ordinances, resolutions, contracts, leases,
agreements, bonds, and other instruments to which the County is a party, ensuring legal sufficiency
and protection of County interests
• Represent the County in legal proceedings, including prosecuting and defending all writs or actions at
law or in equity to which the County is a party, or may be interested
• Advise the County Commissioners and County agencies on proposed legislation, regulations, and
significant legal developments affecting County government and operations
• Oversee legal services provided on behalf of the County, including directing and coordinating the work
of authorized assistants and deputies as are approved by the County Commissioners
• Develop goals to direct programs for the Department, integrating input from Department staff
• Support and develop leaders to promote integrity, ethics, and the effectiveness of programs
• Direct all Departments to meet operational standards set by Federal, State, and local laws
• Provide legal counsel to ensure department policies, procedures, and practices follow applicable
Carroll County ordinances
• Mediate relationships and encourage collaboration, upholding the County’s aim to support a
welcoming workplace
• Own the budgets for the Department, resolving issues by recommending reallocation of resources
when necessary
• Represent the Board and County at local and state events
• Welcome effective partnerships with stakeholders, including the Board of Commissioners and
fellow Directors

• Expert legal authority with ability to read, analyze, and interpret information, policies, and legal
documents
• Strong expertise in litigation process

• Understanding of how to use information technology to enhance productivity
Training and Experience Requirements for the County Attorney – Carroll County Government
• Juris doctorate degree and admission to practice law in the state of Maryland
• At least 9 years of progressively responsible governmental legal experience
• At least 5 years of managerial and leadership experience
• At least 3 years as a member of the Maryland Bar
• County residency is required
